Mission Springs Water District Receives Two Prestigious GFOA Awards for Excellence in Budgeting and Financial Reporting
DESERT HOT SPRINGS — Mission Springs Water District has received two prestigious awards from the Government Finance Officers Association (GFOA), recognizing its commitment to excellence in financial management and transparency, according to MSWD.

For the second year, MSWD was honored with the Distinguished Budget Presentation Award for its exceptional budget presentation. This award reflects the district’s adherence to the highest principles of governmental budgeting. To achieve this recognition, MSWD’s budget was evaluated against rigorous, nationally recognized guidelines to ensure it serves effectively as a policy document, financial plan, operations guide, and communications device. The district’s budget was rated “proficient” in all four categories and met 14 mandatory criteria.

With over 1,700 participants in the Budget Awards Program, this achievement highlights MSWD’s leadership in setting standards for quality budgeting. It serves as a model for other government entities across North America.
MSWD received the Certificate of Achievement for Excellence in Financial Reporting for its Annual Comprehensive Financial Report for the fiscal year ending June 30, 2023, for the first time. This award is the highest form of recognition in governmental accounting and financial reporting. The district’s report was reviewed by an impartial panel and praised for its constructive “spirit of full disclosure,” ensuring that the financial story is communicated clearly and effectively to stakeholders.
“These awards reflect our unwavering commitment to transparency, accountability, and excellence in financial management,” said Board President Ivan Sewell. “We are honored to be recognized by GFOA and will continue striving to set a high standard for public service.”
The GFOA is a nonprofit professional association serving over 22,500 government finance professionals across the United States and Canada. MSWD’s recognition underscores its dedication to fostering trust and confidence among its community and stakeholders.
